
Tempa Rossa project in Taranto, adopting the best existing technologies and essentially being a logistical project without crude oil treatment, will not create additional emissions compared to today. The naval traffic created by the project (90 more ships per year) will not lead to an increase in emissions, as highlighted by the already acquired Environmental Impact Assessment.
To date, the largest private investment underway in Italy (€1.6 billion), the Tempa Rossa project will contribute to the creation of 300 jobs in Taranto during the construction phase, thus providing an immediate and concrete response to the employment needs that plague the Taranto community as a whole.
The naval traffic produced by Tempa Rossa of about 90 ships/year will contribute to maritime traffic, which has seen a significant contraction in recent years (halved by 40% from 2008 to today), thus helping to achieve the strategic development goals of the port of Taranto. The increased handling of crude oil will not compromise the diversification of port activities; in fact, it is enough to look at how in Italy, the ports that handle more crude oil are also those with a greater focus on goods and passengers.
Tempa Rossa Project consists of the development of the namesake Oil Center located in Basilicata in the locality of Corleto Perticara (PZ) and owned by the J.V. Tempa Rossa (TotalEnergies EP Italia S.p.A 50%, Shell E&P Italia S.p.A 25%, Mitsui E&P Italia B S.r.l 25%), where the crude oil will be extracted and treated (project subject to environmental compatibility verification by the Basilicata Region with positive outcome - Resolution of the Regional Council of Basilicata No. 622 of May 3, 2006, and subsequent State/Region Agreement DGR prot. 316 of March 5, 2007).
The crude oil, which will be extracted and treated (2,700,000 t/year), will then be sent to the Taranto Refinery, through the already existing Val d’Agri – Taranto pipeline for storage and shipment by sea.
The ENI Refinery in Taranto will undergo logistical adjustment interventions, as the works planned there will exclusively constitute the terminal part of the Tempa Rossa Project and will not involve any increase in the processing capacity of the Refinery itself. In fact, the intervention will mainly be carried out in the Basilicata Region and will develop as represented below.
Tempa Rossa Project is of significant importance both in terms of its relevance for industrial development and its potential employment and logistical impacts on the territory.
Specifically, this intervention:
- Was defined by the program for public and private infrastructure and productive settlements as a strategic national project with CIPE Resolution No. 121 of 21/12/2001.
- The final project for the development of the Tempa Rossa hydrocarbon field was approved with CIPE Resolution No. 18 of 23/03/2012.
- Was highlighted by the Ministry of Economic Development as the main private industrial development project underway in Italy (total investment of approximately 1.6 billion euros).
Furthermore, the implementation of the Tempa Rossa Project would result in:
- Positive employment impacts in Puglia and Basilicata in the short, medium, and long term, with activities related to maritime traffic, consistent with the strategic development objectives of the Port of Taranto (new Port Master Plan) defined in anticipation of future international market scenarios.
- Accessory maritime-commercial activities in the territory (induced effects).
